The Nosy Neighbor Wish Board is created by high priestess who has invoked a mighty spirit to assist with opening a portal.  Place a picture of the person you wish to know more about onto the back of the board where a head would go on the form.  Make sure the face is toward the board-where you cannot see the persons face anymore- to match the body position.  Place onto your lap and hold both of your hands over board and out loud ask the spirit of the board to open the mind of the person you have on the board.  Do this daily until it resonates with you.
